complete state of nudity, with one of its poor h«-s

of the miserable creatures over whom they hovered

I went about from cot to cot, and attempted t.i
condole with the sufferers, by whom 1 was invaria-
hl< greeted with a kind smile. Not even theahnH..
of wretchedness had been exempt from the accu sed
scourge of war. A bomb had descended through
the roof, and alter landing on the floor exploded
sending some twenty mangled wretches to the sleep
that knows no waking «
In the course of the afternoon the army took pos
session of the city of Vera Cr,«, and "the street*

complains of the blundering policy of the treasury
department in making heavy shipments of specie
for the use of the army, to viexico. The editor
says that large quantities of specie are continually
arriving at Vera Cruz, from the interior of the coun-
try, for shipment to Europe, and that the agents
there would gladly buy army bills on the treasury,
which they could invest in sterling bills in the Uni-
ed States, and thus remit from there to England.
If the government would make the necessary ar-
rangements for meeting these bills punctually, on
presentation, there would be no difficulty in selling
Mexico any amount of them, even at a premium,
us it would avoid the risk and expense of transpor-
ting large sums of specie to the sea coast, which
we all know to be considerable at this time, because
of the guerilla bands that hang upon the skirts of
Hie roads.
Instead of adopting this simple course, and bavin*
the specie thus delivered to the disbursing officers!
in the very camp of Gen. Scott, free of all expense
or even at a gain, in the exchange, the department
begins first, by s< llmg their bills ,n New Orleans, on
their northern depositaries, at a heavy discunt-
tabes the specie which it produces, and ships it to
era Cruz, and from thence sends it with the trains
under a large escort, to the army, incurring the risk'
